There are commentators here in the US who say that China's pollution is excused but the US's is not, which leads to higher production costs as US companies scramble to spend millions on conforming to industry and governmental environmental standards. So in the end, the US companies end up moving their operations to China, where there are less stringent environmental rules (in addition to labor costs).
